The Research Ethics Committee (REC) of Universiti Teknologi MARA (UiTM) was established and approved by the Vice Canselor of UiTM in 2004. The REC is one of the comittees under the College of Science and Technology, UiTM and currently managed by Research Management Institute (RMI). The current Chairman (also Chairman, College of Science and Technology) is Professor Dr. Abu Bakar Abdul Majeed, Assistant Vice Chancellor of UiTM (Research) and the Deputy Chairman is Dato’ Professor Dr. Khalid Yusoff, Dean of Faculty of Medicine. The REC consists of 14 members from UiTM and three others selected from the public. The REC meets on the third Tuesday of each month.

The objectives of REC are to examine ethical issues in research proposals and to ensure that research projects conducted at UiTM are in compliance with the national and international conditions and guidelines stipulated in the Good Clinical Practice Guideline, Ministry of Health (MOH), Malaysia and the Declaration of Helsinki, World Medical Association (WMA). The responsibilities of REC are to protect the rights and wellbeing of human subjects, ensure no intentional harm inflicted on them and protect the rights of the  researchers and the university.  Safeguarding human subjects in research is an international requirement  in the best interest of the public.

Hence it follows that all research proposals involving human subjects in UiTM must be both endorsed by the Research Committee of the Faculty and the Research Ethics Committe of UiTM prior applying for grants or commencing the research.  Additionally, when the research involves collaboration with the Ministry of Health (MOH), researchers should obtain approval from the Research and Ethics Committee (MREC) of the Malaysian Ministry of Health. The principal investigator will be required to defend the proposal and the committee review and screen for its conduct on humans.  The REC can recommend approval of the proposal, request ammendments or reject it. Any proposals not meeting the stipulated ethical requirements should be resubmitted after ammendments.  More than 120 research proposals had been reviewed and approved by the REC between 2008 and 2010.
